more ordered than Japan

in Yangon, I found one ashtray in flont of the restaurant I went to. And as you can see, nothing is on the ground around that ashtray. It is very clear there. On the other hand, in Japan, in spite of there being so many ashtrays, lots of cigarette butts are on the ground around those ashtrays. How did it end up like this? That's why, I think, the waste collection system in Japan is equiped almost perfectly. So people think that we don't have to care about circumstances at a smoking space. People think someone else will put cigarette trash away and clean up there.
Exactly, also in Yangon, there are a lot of cigarette trash all over the town. But we can't see any ashtray on the road. Just on some public space designated for hotel, restaurant, and shopping center. So people can't litter a cigarette butt whenever he wants.
There are 2 solutions. One is that everyone who smokes has his own portable ashtray. The other is to establish ashtrays in the city.
I believe you can solve more early than you think the environmental problems in Yangon kind of a sorting gabage, an urban environment and so forth. If some ashtrays are setted up on every streets, the amount of cigarette butts thrown away will decrease drastically, and many smoke-break communications (called ‘’tabacco-mmunication’’ in Japan) will come up to a local society that can bring people together. So this measure can contribute not only to the environment but also to the community prosper.
